Los compradores de viviendas de interés social que estén ocupando las mismas no estarán obligados a pagar el saldo del precio pendiente de pago a su vendedor ni suma alguna por cualquier otro concepto mientras éste no efectúe las obras de infraestructura de acueducto, alcantarillado, redes eléctricas, vías y suministre los servicios públicos que exijan las autoridades locales. Además, tendrán derecho a retener sus viviendas para asegurar la ejecución de las obras y el suministro de los servicios.
