Artículo primero. Con el lleno de las mismas condiciones exigidas por los Decretos números 2501 y 3239 de 1953, los empleados nacionales que devenguen una asignación mensual mayor de mil pesos ($1.000.00) tendrán derecho al pago de quinientos pesos ($500.00) como prima de Navidad con exclusión del Presidente de la República y los Ministros del Despacho.
