Las franquicias telegráficas serán efectivas en el servicio radiotelegráfico y los lugares en donde no haya estación telegráfica alámbrica. En los lugares en donde hay estación telegráfica alámbrica y estación inalámbrica, sólo cursarán por ésta los despachos oficiales en caso de daños en la red de alambre o cuando se trate de comunicaciones muy urgentes.
