Art. 19. Los puertos de las islas de la República, tanto en el Atlántico como en el Pacífico, quedan cerrados al comercio esterior. En consecuencia, por ellos solo podrá hacerse el comercio de cabotaje.

Parágrafo

Esceptúanse de la disposicion de este artículo los mencionados en los dos artículos anteriores, menos Taboga.
