º Delégase en el Ministro de Hacienda y Crédito Público la facultad de celebrar los contratos de empréstito a que se refiere el Capítulo 17 del Título VIII del Decreto extraordinario 0222 de 1983, cuando la cuantía de los mismos sea inferior a cincuenta millones de pesos ($ 50.000:000.00) o a cinco millones de dólares estadinenses (US$ 5.000.000.00) o su equivalente en otras monedas extranjeras. Sin embargo, tratándose de las operaciones a que se, refieren los literales a) y d) del artículo 235, del mismo decreto, podrán celebrar los contratos respectivos los Ministros o Jefes de Departamento Administrativo en las cuantías anteriormente señaladas.
