Cupos de endeudamiento global. El Gobierno Nacional podrá establecer para distintas instituciones del orden nacional del Estado un cupo de endeudamiento global, que les permita suprimir a éstas, algunos procedimientos individuales ante el Departamento Nacional de Planeación, CONFIS, Ministerio de Hacienda y demás instancias competentes. El Gobierno Nacional queda facultado para simplificar el actual procedimiento (Ley 225 de 1995, art. 31).
