Cuando el reempaque de una encomienda sea ocasionado de manera indudable porque el remitente no cumplió las condiciones prescritas, los gastos a que haya lugar se anotarán sobre una etiqueta que se adherirá a la respectiva encomienda y se indicarán en la diligencia que se agregue al boletín de expedición. Cubrirá dichos gastos el destinatario de la encomienda, pero en caso de que se negare, se dará aviso a la oficina de origen para que los haga efectivos al remitente, y entretanto no sean pagados, no se hará entrega de lo encomienda. El costo del susodicho reempaque se hará efectivo en estampillas postales que se anularán después de adherirlas a la respectiva diligencia .
