Art. 18. Las rentas procedentes de bienes pertenecientes á los establecimientos de educación y beneficencia, y el producto de las contribuciones creadas o destinadas especialmente por las leyes para el sostenimiento de los mismos establecimientos de educación y beneficencia, no podrán emplearse en los gastos de administración ni en los demás gastos de fomento de los Departamentos.
