Cuando los penados obtengan la libertad provisional se les señalaran nueve hectáreas, fuera del núcleo central de la Colonia, para que establezcan en ellas cultivos propios. Igual porción se asignará a los colombianos no penados que quieran ir a establecerse en las vecindades de la Colonia.
