Para efecto de determinar la viabilidad política, técnica y financiera de los planes, programas y proyectos que pretendan adelantarse en el marco del Plan Nacional, con recursos provenientes de la cooperación técnica internacional, créase un Comité de Evaluación integrado por el Ministerio de Relaciones Exteriores, el Departamento Nacional de Planeación y la Dirección Nacional de Estupefacientes.
