Consejo Nacional de Política Económica y Social y adopción de Planes de Expansión Portuaria. Corresponde al Gobierno Nacional, por recomendación del Consejo Nacional de Política Económica y Social, CONPES, y previo estudio del Departamento Nacional de Planeación, adoptar por medio de decretos los "Planes de Expansión Portuaria". El mismo procedimiento se seguirá para reformar tales planes.
