Retiro de los recursos excedentes acumulados en el Sector Propósito General. Las entidades territoriales que no tengan obligaciones pensionales con el Sector Central de la Administración, o que las tengan plenamente financiadas y una vez hayan efectuado la reserva necesaria para dar cumplimiento a lo establecido en el artículo 8° del presente decreto, destinarán los recursos excedentes acumulados en el Sector Propósito General para la financiación de proyectos de inversión y atenderán la destinación específica de la fuente de que provengan estos recursos.
