Artículo primero. Facúltase al Alcalde de Medellín para crear Juntas Administradoras de la Empresas Públicas Municipales, fijarles atribuciones, nombrar los miembros de éstas y señalarles período y asignaciones. Si se trata de actos y contratos que se refieran a las Empresas Públicas Municipales, esa aprobación corresponde darla a la Junta de Empresas Públicas, y en defecto de ésta al Gobernador. El Personero Municipal intervendrá en tales actos y contratos de acuerdo con la ley.
