Quedan el Gobierno y el Banco Central Hipotecario autorizados para celebrar los contratos de préstamos que sean necesarios para dar cumplimiento a la presente Ley, pudiendo el Gobierno garantizar las operaciones de crédito que celebre con hipoteca de las obras que se construyan en cumplimiento de la Ley 115 de 1936 y de la presente.
