El aporte y los contratos a que dé lugar la presente Ley, deberán hacerse respetando todas las obligaciones contraídas por el Banco de la República, como concesionario de la Nación, y especialmente las relacionadas con el régimen laboral y sanitario pactado con los trabajadores de la Concesión de Salinas, debiéndose sustituír el Instituto de Fomento Industrial en todas y cada una de dichas obligaciones.
