Artículo veintiocho . El Ministerio de la Economía Nacional tendrá a su disposición un fondo rotatorio, para cuyo funcionamiento se hará una primera apropiación de quinientos mil pesos ($ 500.000). La contabilidad y fiscalización de este fondo serán reglamentadas por la Contraloría General de la República.
