º Son usuarios las personas naturales o jurídicas beneficiarias de los servicios públicos previstos en el artículo 1º del presente Decreto, que hayan figurado ininterrumpidamente como destinatarias de las últimas seis (6) facturaciones, cuando éstas tengan periodicidad mensual, o de las últimas tres (3) facturaciones cuando éstas tengan periodicidad bimensual.
