ARTICULO UNICO. Prorrogase por cuatro años más, a partir del 1°. de mayo del presente año, las autorizaciones y facultades extraordinarias conferidas ,al Gobierno y al señor Presidente de la República, por la Ley 102 de 1936 en relación con la reforma y construcción de los establecimientos de detención, reforma y pena, de la República, con la reorganización del Departamento y ramo de Prisiones, con la reforma de la legislación carcelaria y penitenciaria y de la de los Juzgados de Menores y Reformatorios, y en general, de 1a organización científica de la lucha contra la delincuencia.
