Art. 14. Los Administradores principales do Hacienda y los Agentes postales remitirán con anticipacion á la Secretaría de Fomento un presupuesto mensual aproximado de los productos y gastos del Ramo telegráfico, para enviarlo á la Secretaría del Tesoro y que ella disponga los remesas correspondientes para los gastos del personal y material de telégrafos en cada Administración.
