Derógase expresamente el Código Penal de 1890 (Ley 19) y todas las leyes que lo adiciona y reforman, excepto las referentes a delitos de prensa. Al mismo tiempo se declaran insubsistentes las disposiciones de carácter departamental y municipal que sean contrarias al presente.
