ARTICULO 47 . DESARROLLO DE LOS PLANES DE EXPANSION. Para el correcto desarrollo de los planes de expansión del servicio de telefonía móvil celular, deberán incluirse las zonas tanto urbanas como rurales y aún las de difícil acceso, así como los corredores viales de alto tráfico y tener en cuenta los parámetros de cobertura de calidad, grado de servicio, relación señal a interferencia y confiabilidad establecidos por el Ministerio de Comunicaciones. Estos parámetros serán incluidos en el Pliego de Condiciones y harán parte del Contrato de Concesión.
