La Nación- Ministerio de Minas y Energía podrá financiar en la vigencia fiscal de 2006 hasta por la suma de ciento cincuenta y cinco mil millones de pesos ($155.000.000.000), los subsidios para pagos por menores tarifas eléctricas de las Zonas Interconectadas y no Interconectadas, con los recursos del Fondo de Energía Social.
