Constitución fondo especial. Cuando el crecimiento anual del producto interno bruto, PIB, sea superior al cinco por ciento (5%), y la situación fiscal, la estabilidad macroeconómica y la disponibilidad de caja del Tesoro Nacional así lo permitan, la Nación aportará a la entidad que reconozca y pague las asignaciones de retiro del personal de que trata este decreto, un porcentaje del mayor recaudo tributario atribuible al incremento en la seguridad, según lo determine el Ministerio de Hacienda y Crédito Público, cuyo destino será la constitución de reservas para el pago de las asignaciones de retiro.
