Como medida de fomento a la navegación del río Atrato, el Gobierno Nacional invertirá anualmente, durante los tres años siguientes a la sanción de esta Ley, una suma hasta de cien mil pesos ($ 100.000) oro anuales para el estudio, drenaje, y canalización de una de las bocas del Atrato y de pasos malos en el curso de este río.
