Queda absolutamente prohibido en todas las ramas de la Administración Pública dictar resoluciones de reconocimiento para legalizar obligaciones contraídas por fuera del Presupuesto, por sobre el valor de las apropiaciones y girar relaciones de autorización sin situación de fondos con el mismo objeto, La Contraloría General de la República se abstendrá de aceptar tales reconocimientos, Serán personal y pecuariamente responsables quienes contravengan esta norma.
