La recaudación del impuesto fluvial y de los demás que graven la navegación se hará de acuerdo con las disposiciones legales y ejecutivas vigentes, por un Tesorero Cajero Principal, que residirá en la ciudad de Barranquilla, y por los Intendentes e Inspectores Fluviales que el Gobierno designe. Tanto el Tesorero como los Intendentes e Inspectores y demás empleados que manejen fondos o depósitos de materiales o herramientas, prestarán fianza por la suma que se señale conforme a las prescripciones del Código Fiscal.
