La mencionada suma se incluirá en la Ley de Apropiaciones de la vigencia próxima, pero si no se incluyere se faculta al gobierno para abrir el crédito correspondiente y hacer los traslados a que haya lugar con el fin de que la presente ley tenga pronta ejecución.
