A partir del día 1o. de Enero de 1915 todas las autoridades de la República que administran justicia en asuntos criminales o de policía, están en la obligación de llevar una relación estadística completa de todos los asuntos que fallen definitivamente y sin lugar a recurso de apelación o de consulta, o en los cuales no se haga uso de este derecho.
