La orden a la Educación Superior y a la Fe Pública "Luis López de Mesa" será concedida por resolución expedida por el Ministerio de Educación Nacional e impuesta por el Ministro de Educación Nacional o su delegado, en ceremonia que se celebrará para tal fin".
