La persona o entidad que celebre con el Gobierno un contrato de explotación de metales preciosos en el lecho de un río navegable, podrá verificar la explotación, cuando los terrenos riberanos sean de propiedad nacional, en el lecho del río y en un espacio hasta de veinte metros, a una y otra margen del río, medidos desde la línea adonde normalmente llegan las aguas corrientes en su mayor incremento, sin perjuicio del uso de la ribera en cuanto sea necesario para la navegación y del aprovechamiento de las aguas por quienes tengan o adquieran derecho a utilizarlas.
