El Gobierno Nacional durante el año 2000, adicionará el Presupuesto General de la Nación en una suma equivalente al faltante del Fondo de Solidaridad Eléctrico, para financiar los subsidios de los estratos 1, 2 y 3 cuantificada en forma concertada entre los ministerios de Minas y Energía y Hacienda y el Departamento Nacional de Planeación.
