La Oficina General del Trabajo procederá inmediatamente a recoger cuantas informaciones considere necesarias a fin de que rinda al Ministro y sea incorporado en la respectiva Memoria de éste al Congreso, un informe completo sobre la materia, para que sirva de base a la expedición de una ley que tienda a mejorar moral y materialmente de vida de los trabajadores.
