° El Gobierno reglamentará los requisitos de admisión que deben llenar los aspirantes y la duración de los cursos. Asimismo, adoptará, de acuerdo con la base del artículo 3.° de este Decreto, el pénsum de estudios y organizará el funcionamiento interno del Instituto, nombrando su personal directivo y señalando sus asignaciones.
