Artículo quinto. Créase la junta Central Nacional de la Casa del Campesino, encargada de impulsar y orientar la Institución en el todo el país. Esta Junta estará integrada por el Ministerio de Agricultura o su representante; por el Comandante General de las Fuerzas Armadas o sus representantes; por tres representantes del Episcopado, elegidos en la forma que determine Su Eminencia el Cardenal Primado de Colombia y por el Gerente del Instituto de Crédito Territorial, o su representante. Créanse también las Juntas Departamentales para esta obra, integradas por el Gobernador o su representante, por el Comando de la Guarnición ó su representante, por el Director de la sucursal o agencia del Instituto de Crédito Territorial, y por tres representantes de la Diócesis elegidos por el respectivo Prelado.
