Art. 1 o Es prohibido á los Ministros Diplomáticos de Colombia dirigir correspondencia directa para asuntos del servicio a otros Departamentos ministeriales distintos del de Relaciones Exteriores, lo cual no obsta, sin embargo, para que, cuando las necesidades publicas lo exijan, puedan comunicarse directamente, sobre todo para dar oportunos avisos ó pedir informes inmediatos, con autoridades subalternas de las fronteras ó del litoral.
