ARTICULO 1o. Nombre y Naturaleza. - Reestructúrase el Fondo Nacional de Proyectos de Desarrollo, establecimiento público del orden nacional, creado por Decreto 3068 de 1968, en una Empresa Industrial y Comercial del Estado, de carácter financiero denominada Fondo Financiero de Proyectos de Desarrollo - FONADE - dotada de personería jurídica, patrimonio propio, autonomía administrativa y vinculada al Departamento Nacional de Planeación.
