Inicio del procedimiento . A petición de una proporción importante de la producción nacional o la agremiación que la reúna y cuando esta cumpla con los requisitos enumerados en el artículo siguiente, deberá adelantarse la investigación correspondiente. La solicitud deberá presentarse por escrito al Ministerio de Comercio, Industria y Turismo.
