El valor recaudado por concepto de la venta de la estampilla se destinará exclusivamente para atender los rubros estipulados en el artículo 20 de la presente ley. La tarifa con que se graven los distintos actos no podrá exceder del tres por ciento (3%) del valor de los hechos a gravar.
