Los decretos que el Gobierno dicte en desarrollo de esta Ley, no derogan las leyes que le sean opuestas, pero suspenderán virtualmente por el tiempo que fuere necesario, y sin que el Gobierno lo declare, las disposiciones legales que fueren contrarias a dichos decretos.
