Las cantidades necesarias para el cumplimiento de las anteriores disposiciones se tomarán de la partida destinada en el presupuesto al fomento y desarrollo de las Cooperativas, de acuerdo con las normas legales pertinentes; o del fondo especial constituido por el artículo 28 del Decreto 1157 del año en curso.

El Gobierno queda ampliamente facultado para abrir los créditos adicionales y obtener los recursos extraordinarios que considere indispensables para la efectividad de las anteriores disposiciones, si las partidas asignadas con tal fin resultaren insuficientes.
