Identificación local de riesgos inminentes . Ante situaciones graves que amenacen de forma específica, concreta, presente, importante, seria, clara, discernible, excepcional y desproporcionada, los derechos a la vida, la libertad, la integridad y la seguridad de individuos, grupos o comunidades, la instancia de coordinación territorial, definida en el presente Título, por conducto del Gobernador o Alcalde respectivo, activará los instrumentos de prevención de que disponga a fin de contrarrestar o mitigar riesgos identificados.
