Una vez constituida la garantía, el Director de Impuestos Nacionales, mediante resolución autorizará a la persona encargada de efectuar el pago para que lo realice sin necesidad de retención previa. El retenedor acompañara copia de esta resolución a las relaciones de que trata el artículo 14 de este Decreto.
