El Congreso pleno, las Cámaras y sus comisiones no podrán abrir sesiones ni deliberar con menos de una cuarta parte de sus miembros. Las decisiones sólo podrán tomarse con la asistencia de la mayoría de los integrantes de la respectiva corporación, salvo que la Constitución determine un quórum diferente.
