ARTICULO 16. De la situación de los empleados que no reúnan requisitos. Los empleados que no reúnan los requisitos para inscribirse en carrera administrativa, según los términos señalados por este Decreto, pueden ser removidos del empleo en cualquier tiempo por la autoridad nominadora.
