Facúltase al Gobierno para contratar con firmas de reconocida responsabilidad y competencia el estudio técnico de las obras que fueren necesarias para que el puerto de Riohacha quede capacitado para dar arribo a buques de alto bordo.

Una vez terminados los estudios expresados anteriormente, el Gobierno ejecutará las obras que se proyecten, para lo cual las contratará por licitación pública con firma que se especialice en trabajos de esa clase.
