VIGENCIA Y DEROGACIÓN DE NORMAS. El presente Decreto rige a partir del 4 de julio de 1989 y deroga todas las disposiciones que le sean contrarias, en especial las contenidas en los Decretos 2263 de 1984, 1659 de 1985 y 1658 de 1986.
