º. Sin perjuicio de lo expresado en los artículos anteriores y en atención a las recomendaciones de la Comisión Nacional de Migración, la planeación y regulación migratoria evitará

El ingreso y la permanencia de extranjeros que comprometan el empleo de trabajadores nacionales o que por su cantidad y distribución en el territorio nacional configuren un problema con implicaciones políticas, económicas, sociales o de seguridad que afecten al Estado colombiano.
