El producto del impuesto sobre el consumo de cigarrillos extranjeros lo percibirán los Departamentos, el Distrito Especial de Bogotá, las Intendencias y Comisarías, en proporción al consumo de tales cigarrillos dentro de la jurisdicción de cada uno de ellos. Las citadas entidades gubernamentales vigilarán y controlarán el cumplimiento de las normas reglamentarias contenidas en este Decreto por parte de los responsables del impuesto.
