De conformidad con el artículo 1º de la Ley 7ª de 1994, el "Protocolo sobre el Programa para el Estudio Regional del Fenómeno El Niño en el Pacífico Sudeste", suscrito en Puerto Callao, Perú el 6 de noviembre de 1992, que por el artículo 1º de esta Ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto de la misma.
