Art. 16. Corresponde al Poder Ejecutivo de la Union conceder licencia a los Procuradores de Distrito nacional, hasta por noventa dias en un año, para separarse del ejercicio de su destino. El encargado del Poder Ejecutivo del respectivo Estado que de concederles licencia, con el mismo objeto, hasta por treinta dias.
